1. The European Association of Dental Public Health ("EADPH") was
founded in 1996 as an international and independent science-based forum for
professionals having a special interest in dental public health and community
dentistry.
2. The Borrow Foundation ("the Foundation") is a UK Registered Charity,
a non-profit organisation, dedicated to the improvement of oral health, particularly
for children.
3. The Foundation recognises the important role played by EADPH and the value
of membership which includes subscription to the journal 'Community Dental Health'
(published quarterly) and an entitlement to a reduced registration fee at the
Association's annual congress. Further details on membership and the work of
EADPH can be found at www.eadph.org.
4. The Foundation is therefore pleased to be supporting a scheme that will
help further extend the benefit of membership amongst those working in dental
public health in Europe. The scheme will operate for the period 2010 - 2014 inclusive, and will provide
free memberships (up to a maximum of 100) over this five year term, subject
to annual review / confirmation ("the Grants").
5. The Grants will be awarded to those residing in the countries that fall
within the categories of 'low income' and 'middle income' (including 'lower
middle' and 'upper middle') economies according to the World Bank classification

6. Applicants will be engaged in dental public health and have a reasonable
command of the English language. Applications will require the endorsement (signature)
of the principal of the applicant's institute / organisation.
7. As the Grants are limited in number, a maximum of 2 awards will be made
to any one institute / organisation.
8. With regard to the application process:
a. A grant application form (see above) should be completed and submitted
to the Foundation.
b. The application will be determined at the absolute discretion of the Foundation.
c. If the grant application is approved, the applicant will then be required
to submit a standard membership application form to EADPH.
d. Subject to the applicant being accepted as a member of EADPH, the Foundation
will pay the Grant directly to EADPH.
9. The deadline for this first 'call for applications' will be 14th May 2010
although applications received after this date will be considered until such
time the maximum number of grants have been awarded.
WHO document: Milk fluoridation for
the prevention of dental caries
First published by the WHO in 1996, "Milk fluoridation for the prevention
of dental caries" has been extensively reviewed and updated. The new edition
published in September 2009 provides a comprehensive review of the experience
gained to date in milk fluoridation as well as offering valuable guidance to
those interested in the promotion of such schemes and related research. Copies

Congress sponsorship 2009: ORCA,
EADPH, WCPD
European Association for Dental Public Health (EADPH)
The Foundation is providing support to EADPH which includes sponsorship for
a key note speaker at the annual congresses. This initiative commenced at the
meeting held in Tromsø, Norway, 3rd - 5th September 2009, where "The
Borrow Lecture" was delivered by Professor Ian Needleman, UCL, Eastman
Dental Institute, London. The trustees are also pleased to be supporting travel
fellowships which have recently been established by the EADPH Board. This sponsorship
assisted 10 researchers in their participation at the meeting in Tromsø
and the success of this scheme has encouraged the Association and the Foundation
to promote similar awards for future congresses.
European Association for Caries Research (ORCA)
The Foundation provided support for the 56th ORCA congress which was held in
Budapest, Hungary, 1st - 4th July 2009. Sponsorship provided to the organisers
was used primarily to provide grants to 12 researchers to subsidise their participation
at the event.
The World Congress on Preventive Dentistry (WCPD)
Support was also provided for the 9th World Congress on Preventive Dentistry
which took place in Phuket, Thailand, 7th - 10th, September 2009. The theme
of the three day congress was "Community Participation and Global Alliances
for Lifelong Oral Health for All".
Strategic review: priorities
As a result of a strategic review the trustees are further committed
to the expansion of the international programme and the continued development
of community based milk fluoridation schemes remain a priority.
The review highlighted that whilst the Foundation's mission has been achieved
over the past five years, the substantial increase in the number of children
consuming fluoridated milk has been largely attributable to the extension of
existing programmes, with the extension of established schemes and the implementation
of new projects in other locations.
Although there remains scope to expand at existing sites, it is recognised
that the implementation of programmes in other countries is likely to be necessary
if the rate of growth is to be sustained. The trustees will therefore make the
necessary resources available to assist those interested in applying this method
of prevention, and more generally to promote the wider use of milk as a vehicle
for fluoride in those areas where it is not possible to use either water or
salt.
The Foundation will also continue to fund research designed to strengthen the
scientific base for milk fluoridation. In recent years our support of such studies
has been extended and the trustees will be reviewing the research priorities
again in 2010.
